Why the insulting remarks? If you could understand Japanese, you'd see that this is just a normal little video giving a handy tip for peeling potatoes. As a society, they are always looking for new knowledge and ideas. We should admire them for this rather than disparaging. Sure, the voice-over is a cutsie falsetto, but that's very typical in the Japanese media. To answer the question above: the potato is boiled until it's well heated all the way through, and then the ice water bath is only 10 seconds.
so they have a similar video for a bris?

I don't understand why some of you are insulting this. I'm sure Martha Stewart would use it on her show. Japanese take pride in food.
